The order is intended to speed up development of the controversial pipeline, which would ship crude oil from tar sands in western Canada to the U.S. Gulf Coast.

A federal judge blocked the project in November, saying the Trump administration had not fully considered potential oil spills and other impacts. An appeal filed by the company is pending.

The U.S. Chamber of Commerce hailed Trump’s action, saying in a statement that “it shouldn’t take longer to approve a project than to build it.”

Keystone XL will boost U.S. economic and energy security interests, said Christopher Guith, acting president of the chamber’s Global Energy Institute. “Review after review has found it can be built and operated in an environmentally responsible way. It’s time to move forward,” Guith said.

Anthony Swift, director of the Canada project for the Natural Resources Defence Council, an environmental group, said the pipeline “was a bad idea from Day One and it remains a terrible idea. If built, it would threaten our land, our drinking water, and our communities from Montana and Nebraska to the Gulf Coast. And it would drive dangerous climate change.”

Trump “is once again showing his disdain for the rule of law,” Swift said, adding that the last time Trump “tried to ram this permit through he lost in court” and is likely to do so again.

Keystone XL, first proposed in 2008 under President George W. Bush, would begin in Alberta and go to Nebraska, where it would join with an existing pipeline to shuttle more than 800,000 barrels a day of crude to terminals on the Gulf Coast.

After years of study and delay, former President Barack Obama rejected the project in 2015. Trump reversed that decision soon after taking office in 2017, saying the $8 billion project would boost American energy and create jobs. A presidential permit is needed because the project crosses a U.S. border.

After environmental groups sued, Morris said the administration had not fully considered potential oil spills and other impacts and that further reviews were needed.

TransCanada disputes that, saying Keystone XL has been studied more than any other pipeline in history. “The environmental reviews are clear: the project can be built and operated in an environmentally sustainable and responsible way,” Girling said.

Associated Press writer Matthew Brown in Billings, Mont., contributed to this story.

Matthew Daly, The Associated Press

Like us on Facebook and follow us on Twitter.

[33,4

post-35359","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-national-news","category-news
http://www.reddeerexpress.com/news/five-things-in-wilson-rayboulds-written-evidence-on-the-snc-lavalin-affair/
https://www.reddeerexpress.com/news/five-things-in-wilson-rayboulds-written-evidence-on-the-snc-lavalin-affair/

Five things we learned from a written and audio submission made by former attorney general Jody Wilson-Raybould to the House of Commons justice committee Friday.

On the cabinet shuffle

Trudeau’s former principal secretary Gerald Butts told the justice committee Wilson-Raybould was shuffled because they needed someone to fill in Indigenous Affairs and she refused. He said a minister has to serve at the pleasure of the prime minister and a refusal to be moved couldn’t stand.

Wilson-Raybould says she told Trudeau and his former principal secretary, Gerald Butts, she couldn’t understand the rationale for being part of the January cabinet shuffle, and that she had told them many times in the past that she would never take on a job of “delivering services to Indians” under the Indian Act and was shocked that she was then offered the Indigenous Services ministry.

Butts told the justice committee in March he didn’t know her position on that when the offer was made but acknowledged he should have known.

Wilson-Raybould also denies she ever referred to being attorney general as her “dream job” and instead said she thinks it was Butts who said it. Butts told the committee she called it her dream job when she was told she was being shuffled.

She said she took Trudeau at his word that the shuffle was not related to the SNC-Lavalin matter and agreed to take the job of veterans affairs minister, but said she made a decision to “immediately resign if the new Attorney General” issued a directive about the SNC-Lavalin case because it would confirm her suspicions she was moved for not intervening.

On her resignation from cabinet

Wilson-Raybould resigned from cabinet on Feb. 12, but told the justice committee in her live testimony that she couldn’t discuss the conversations she had with Trudeau on the reasons.

In her written submission, she is more clear about why she resigned, pointing to a comment Trudeau made to the media on Feb. 11.

“The Prime Minister stated publicly when issues about the propriety of the government’s conduct in relation to the SNC matter arose that my ongoing presence in Cabinet spoke for itself,” Wilson-Raybould wrote.

“I resigned the next day and I trust my resignation also speaks for itself.”

Some Liberals felt Wilson-Raybould didn’t like remediation agreements in general

Finance Minister Bill Morneau’s deputy chief of staff, Justin To, in a phone call with Wilson-Raybould’s chief of staff, Jessica Prince complained that Wilson-Raybould was not intervening in the SNC-Lavalin case because she “has a philosophical problem” with remediation agreements and ”wouldn’t even use it if we could.” He calls it ironic that Wilson-Raybould is in favour of restorative justice in some sense but not for SNC-Lavalin.

Prince tells him “that is absolutely not true.”

To apologized in a follow-up email and then Prince laid out for him all the things Wilson-Raybould had done in favour of remediation agreements.

Disagreement with her deputy minister

Nathalie Drouin, the deputy minister of justice, told the justice committee that Privy Council clerk Michael Wernick, had asked her office for a briefing on the consequences, including job losses, if SNC-Lavalin did not get a remediation agreement, but that once that document was prepared, Wilson-Raybould ordered her not to give it to Wernick or anyone else in the Privy Council Office.

Wilson-Raybould denies that she ever knew about the memo or that she ordered Drouin not to hand it over to Wernick. She also says given that she had told Wernick she had made her decision she was not sure why he would have asked for such an opinion anyway.

Former prime minister Kim Campbell

Prince alleges that in a conversation with Butts, he pointed to a case involving former prime minister Brian Mulroney and the case of David Milgaard, who was wrongfully convicted for murder in 1970, and exonerated more than two decades later. Butts allegedly told Prince that Kim Campbell, who was then the attorney general, was asked by Mulroney to review the case after Mulroney met with Milgaard’s mother. Campbell, who would replace Mulroney as prime minister in 1993, is reported to have told Mulroney she couldn’t because it would interfere in an independent process.

Wilson-Raybould says she fact-checked the story with Campbell in Vancouver the next day over coffee, adding the former Tory prime minister had a “vivid memory of the case.”

“She categorically denied what Mr. Butts had said and was quite offended and outraged by the comments. She adamantly denied the characterization not only of her as the Attorney General, but also of her former boss, Prime Minister Mulroney,” Wilson-Raybould wrote.

Mulroney was “too good a lawyer to intervene improperly in the matter,” Wilson-Raybould recounted Campbell telling her.

The Canadian Press

Like us on Facebook and follow us on Twitter.

Jody Wilson-Raybould offers written, audio evidence to the House of Commons justice committee

[33,11,4

post-35357","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-national-news","category-home2","category-news

EDITOR’S NOTE: This article was originally published on The Conversation, an independent and nonprofit source of news, analysis and commentary from academic experts. Disclosure information is available on the original site.

Many siblings, when they get together as adults, joke about which child was loved the most. But is it really a joke or is there an edge of truth that still rankles us?

In one study, researchers asked adults whether their mom played favourites when they were kids. Close to 85 per cent of respondents perceived that she did.

But surely once we move out of the nest, our annoyance regarding sibling favouritism subsides? No so. Upset from perceived favouritism appears to be long-lasting.

It is likely that we will fret long into adulthood over why a particular sibling got a better deal than we did.

Is sibling favouritism real, or perceived?

It turns out parents do behave differently with their children and, of course, children have their different thresholds for noticing these differences.

Researchers have studied favouritism both by observing children as they interact with their parents and by asking children and their parents to report on their interactions. How often do the parent and child laugh or play together? How often do they fight or argue?

These ratings are then compared across the different siblings to determine if one child receives more positive or negative attention than the other.

One of the reassuring findings from these studies is that when the differences in how siblings are treated by parents are small, it has little to no consequence.

It is only when the differences are large that we see links to children’s health and relationships.

Parental stress plays a role

Research on all different kinds of relationships shows us that a big part of how we get along with others is about the fit of personalities. We find one person easier or more interesting than another. The same holds for parents and children.

Although most parents love and nurture all their children, they will inevitably find that they are more in tune with one child than another. One child is perhaps a bit more social; another is more ready to anger, a third finds learning easier.

These differences in how parents treat siblings have a basis in children’s genes. Parents treat identical twins, who share 100 per cent of their DNA, more similarly than they treat non-identical twins, who share about 50 per cent of their genes.

The more the personalities of siblings differ, the more their parents treat them differently.

Another driver of parenting is, of course, a child’s age. Parents interact with and discipline their children based on changes in developmental capabilities as they grow. Age and personality explain some of the differences in the parental treatment that children perceive.

But while age and personality play a role in why one child gets more from a parent than another, over and above this are issues of parental stress. When parents experience financial strain, mental health problems or partner conflict, differential parenting or sibling favouritism becomes more marked.

Impacts on physical and mental well-being

Unfortunately, perceived favouritism can create a divide between siblings. It is associated with siblings feeling less close to one another, both in childhood and adulthood.

This finding has been established for both perceived, as well as observed favouritism.

Popular wisdom suggests that the favoured child receives benefits from their special treatment. While this may be the case when favouritism is slight, research suggests that none of the siblings benefit when it is more marked. That is, when favouritism is considerable, it is associated with all siblings showing less physical and mental well-being.

Reasons for this are not currently clear. It is possible that children are activated by injustice. Or perhaps even when they are favoured they fear falling into the realm of being disfavoured.

But most reassuring for parents are the findings that parental explanations for why they are treating siblings differently really change the experience for children. Explanations that focus on their different personalities, ages or needs are associated with lower levels of distress for children.

Five tips for fairer parenting

Be aware. The first step is to be aware that it happens, and to seek out help or support from partners, family members, friends or health professionals — to try to understand why it happens. As a reminder, playing favourites is more likely to occur when your stress levels are high.

Listen. When your child complains or you see fights between siblings in which they mention one getting more than another, try not to discount it. Be receptive to the child’s feelings and think about why they might be feeling this way.

Provide an explanation. Sometimes, children do need to be treated differently, like when one child is sick, hurt or has special needs. When this happens, explain it to avoid any misunderstanding.

Avoid comparing children. While it may be a natural tendency to say “why can’t you be more like your sister?” this sets up an unfair comparison. Try to focus on what each child does well, without pitting them against one another.

Carve out individual time for each child. As much as possible, try to find 10 minutes each day to spend one-on-one with each child so that each has your full attention. Do any activity that they love to do with you.

___

Authors: Sheri Madigan, Assistant Professor, Canada Research Chair in Determinants of Child Development, Owerko Centre at the Alberta Children’s Hospital Research Institute, University of Calgary and Jennifer Jenkins, Atkinson Chair of Early Child Development

The Canadian Press

Like us on Facebook and follow us on Twitter.

[28

post-35355","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-trending-now
